Phase III began in May, 2005. As of November 2006, it was nearing completion. As the third of a three-phase environmental planning effort, its purpose is to identify and evaluate a Preferred Alternative (PA).
In order to develop and analyze the PA, this phase of work has also involved the development of conceptual engineering plans, a Phase I Environmental Site Assessment, extensive cultural resources survey and wetlands delineations, and hydrological modeling, along with numerous other analyses. These various studies have served as inputs into the development and analysis of the PA which achieves the project’s purpose and need the best, while minimizing impacts to the human and natural environment.
The PA begins at the LA 1088 Interchange and continues northeast traversing LA 36 and LA 435 before it curves to the north and follows an abandoned railroad right-of way. The PA can be viewed as a PDF by clicking the link below, or by going to the MapViewer via the second link below.

The PA is planned as a full-access four lane road from I-12 to LA 36, and a limited-access four lane road north of LA 36. In the limited access portion of the road, intersections will only be provided to existing St. Tammany Parish and LA DOTD Roads, in order to limit the potential for cumulative impacts of development. Furthermore, no service roads will be provided as part of the project.
