In the late 1970's, Senator B.B. Rayburn requested that the Louisiana Department of Transportation and Development (LADOTD) investigate providing additional access between Washington and St. Tammany parishes to Interstate I-12.

Three phases of the I-12 to Bush Corridor Study were completed prior to the initiation of the National Environmental Policy Act (NEPA) process.

Phase I - Preliminary Corridor Study (2002): Phase I documented existing conditions and prepared a statement of purpose and need.

Phase II - Alignment Study (2004): Phase II documented the alternatives identification and evaluation process of feasible alternatives within the project area.

Phase III - Environmental Documentation (2008): Phase III evaluated and developed the alternatives identified in Phase II to determine the environmental impacts of each.
