Phase II, the Alignment Study, was initiated in May 2003. Phase II for the I-12 to Bush Corridor Study documented the alternatives identification and evaluation process of feasible alternatives within the project area. The preliminary information from the Phase I report was evaluated against the alternatives identified by project stakeholders, general public and the project team. Over 64 alternatives originally identified by the stakeholders and the public were narrowed to a final set of seven alternatives. The Phase II process included the development of technical memoranda addressing the various elements that were examined for the seven alternatives. Also as part of the Phase II planning effort, and in order to address any concerns related to the current project, a series of meetings with elected and appointed officials, stakeholders and the public were held at different points in the Phase II project schedule. Major issues and concerns that were identified during this process included:
- Safety concerns;
- Impacts on existing communities;
- Number of possible takings of property;
- Impacts on the natural habitat;
- Impacts to drainage;
- Feasibility of widening existing roadways versus constructing new roadways; and
- Location of alignments.
Phase II was completed in October 2004. Phase III was expected to attempt to address these issues and concerns in the identification and evaluation process of the final roadway alignment that is practicable and best satisfies the stated purpose and need while minimizing adverse impacts to the surrounding environment.
